Anybody Know What This Thing Is?

My friend was given a bunch of equipment and this item was included. It has some kind of a prism inside it and when you turn it, this closes up. I have no idea what it is for.

That looks like a UK phone number, but I see nothing relevant on google for the company name .. its not some sort of movie thing ?

I was going to say that it might be part of a builders level using a laser system.  Any builders or surveyors or civil engineers on the site that can confirm/debunk this hypothsis?

Well, my friend got it from an old retired Oxford Professor that he was caring for. Don't know what the prof taught, but he gave him a lot of very nice old photographic equipment, including a Hasselblad 500C and some other gear. Thought it was maybe related to this equipment, but apparently not.

What i sthe full UK phone number on the blue label?

 

KOMTECH seem to be into recycling (on Google), but there is a reference to them having been in construction.

The notch on the bottom is for hanging this device from a string.

 

Maybe hang it from a string, shine a laser pen into it along the string's axis, it then projects a 90 degree image to either the right or the left.  Useful for making sure your foundations are at 90 degree angles.
